KUALA LUMPUR, April 30 – The Dewan Negara Wednesday approved the Supplementary Supply Bill 2013 for expenditure after a seven-hour debate since afternoon. The bill containing an application for additional expenditure of RM2.392 billion was passed after the third reading by Deputy Finance Minister Datuk Ahmad Maslan. Twelve ministries, departments and agencies applied for the additional expenditure, namely, allocation for the Statutory Fund Group of RM2,099,876,700, Public Service Department (RM55.6 million), Prime Minister’s Department (RM53.4 million) and Works Ministry (RM50 million). The additional expenditure also involves the Communications and Multimedia, Foreign, Agriculture and Agro-Based Industry, Home, and Energy, Green Technology and Water ministries.
Other ministries include the Ministry of Natural Resources and Environment, Ministry of Science, Technology and Innovation and Ministry of Urban Wellbeing, Housing and Local Government. Earlier, Ahmad when winding up the debate, rejected the assumption that Datuk Seri Anwar Ibrahim was better as finance minister compared to Datuk Seri Najib Tun Razak because he submitted less requests for additional budget. On comparison, he said, the number of addition budgets tabled by Najib was far less; only twice a year since holding the post in 2008, compared to 30 times, or an average of four times a year, by Anwar, in eight years. “Anwar, when he was finance minister, submitted more requests for additional budget. “He submitted four requests in 1991, followed by four (1992), five (1993), four (1994), four (1995), three (1996), four (1997) and two (1998). This is what the people don’t know,” he said. The Dewan Negara sitting continues Monday.
