GEORGETOWN, Sept 14 – Opening speech by Lim Guan Eng, the Chief Minister of Penang and Chairman of Penang Green Council during the launching of XOX Penang International Green Carnival 2014 at Esplanade on 14 Sep 2014: A very good morning to all of you. First of all, I would like to welcome all of you to join us at XOX Penang International Green Carnival 2014! It is indeed an honour and privilege for me to officiate the opening of the carnival “ Be the solution, Against Climate Change Today, ACCT Now! ” today. I am pleased to see so many people from all walks of life with great interest in exploring various environmental issues.
As the Chairman of Penang Green Council, I would like to express our sincere gratitude and appreciation to the joint organizer, supporting partners and co-organisers,MPPP, Escape, Malaysia Green Building Confederation (MGBC) and Green Building Index Sdn Bhd (GBI), Penang Institute, Area Designs, Jasper Promenade, Sunshine Garden Centre, JCI, Occupy Beach Street, ICT Mall, AiHua Resources, Today Lifestyle Marketing and Ivy’s Makeup. This carnival is the continuation of the annual Green Expo organized by Penang Green Council (PGC). This is the first time we are organizing this event outdoor and also with so many speakers from national and international environmental organizations, they are World Wide Fund (WWF Malaysia), Penang Water Corporation (PBA), Malaysia Nature Society (MNS), Green Building Index (GBI), Green Tech Malaysia, Singapore Environment Council (SEC), Global Environment Centre Foundation (GEC Japan), Friedrich Ebert Foundation (FES Germany), Melbourne Moreland Energy Foundation, Institute for Medical Research Malaysia, Green Seed Wellness Consultancy and Penang Agriculture Department. The seminar is now going on in the Town Hall.
More than 90 international and local companies and environmental organizations are here to share their experiences and solutions for climate change through better management of energy, water and waste. They are US based First Solar; Australia based Solar Naturally, Kawasaki City Government who are the leading proponents of environment and resources management from around the region.
When moving towards a green state, resource efficiency of waste, water and energy are highly emphasized in our programs. Our water consumption per capita is the highest in the country. We reached an all-time high of 311 litres per capita per day in 2013, compared to the national average of only 212 litres per capita per day. And UN’s recommendation of 100 litres per day.
In promoting Zero Waste, Penang has banned free plastic bags in the supermarkets and hypermarkets since 2009, and followed by the ban of polystyrene food containers in all eateries. We are proud to see that in 2013, Penang achieved a 30% recycling rate which exceeds the country’s targeted 20% rate for 2020. Although energy supply is not under the purview of the state government, we are very concerned about the development of renewable energy. The Federal Government is initiating two nuclear power plants in Malaysia, we are the first state that rejected the proposal and we hope that other parts of Malaysia will be safe from the risk of a nuclear power plant. Our personal and collective choices of lifestyle have an enormous impact on the environment and climate change. I strongly urge all of you to support the green efforts by manage your resources: waste, water and energy in a wise and efficient manner. Today, if you want to ensure environmental, economic and social sustainability for your children, you have no other choice but to face the challenges of climate change together. Be the solution, you are the solution!
