GEORGE TOWN, Nov 9 – The multi-storey car park at the bottom of Penang Hill here, which is currently undergoing reconstruction, is expected to be opened to the public before the Chinese New Year in February 2015. Penang Development Corporation (PDC) general manager Datuk Rosli Jaafar said the reconstruction work on the eight-storey building had been completed and would need another three months to obtain the certificate of completion and compliance from the relevant authorities.

“We are trying our best to make sure that the car park will be open to the public before the Chinese Lunar New Year, which falls on Feb 19 next year,” he told reporters after inspecting the site here today. He said the initial completion date was Nov 25 last year but the contractor, Yuan Seng Building Trading Sdn Bhd, had requested for an extension of the contract period.

However, he said PDC had imposed liquidated and ascertained damages at a rate of RM5,000 a day on the contractor for failing to deliver the project in time. “Currently, we are still waiting for the water and power supply connection from the relevant authorities,” he said. Rosli said the RM11 million building comprised six levels of parking area, a commercial floor and one level for office spaces.

“The handover of the project from the contractor to PDC is expected early next year and PDC will then determine a reasonable parking rate before it is open to the public,” he said. The project under the Tourism Ministry began in 2011 at an initial cost of RM5 million. However, it has faced numerous problems, leading to it being demolished, redesigned and rebuilt in 2012. This also resulted in the cost of building the car park, which should have been operational in 2012, to increase to RM11 million.
