GEORGE TOWN, Dec 20 – Penang Barisan Nasional chairman Teng Chang Yeow hold a press conference on Saturday at Gerakan office said he believe the reclamation was approved without an open tender. He said the 25 acres of reclamation land in Bayan Bay which announced in the State Assembly on November 6, 2015 was approved way back on August 29, 2013 by the DAP-led Penang State Government.
“New reclaimed land is in Bayan Bay. The Bayan Bay reclamation by Ideal Gim Ventures Sdn. Bhd. with an area of 24.79 acres will be used for the construction of 2,100 housing units in an area of 11.79 acres, 11 acres of government reserves and 2 acres for the use of infrastructure,” Teng quote the statement from the Chief Minister’s 2016 budget speech in the State Assembly.
“One wonders why the DAP-led Penang State Government must hold in secretive from the public the approval for the last 2 years and 3 months. We believe the reclamation was approved without an open tender. The DAP-led Penang State Government has been boasting of awarding every single project based on open tender since coming into power in 2008. This is only a short-lived promise, never meant to be kept,” said Teng.
“This clearly breached their Competent, Accountable and Transparency (CAT) slogan. The CAT is now proclaimed dead! The original approval granted to Ideal Gim Venture Sdn Bhd was 13 acres on August 29, 2013. An additional 0.99 acres was granted upon appeal on July 18, 2014,” he said.
“Ideal Gim Venture Sdn Bhd made the application on July 5, 2013, exactly 2 months after the 13th General Elections. Within 3 months, the planning permission was approved by the State Planning Committee chaired by the Chief Minister! This is a superfast approval. One wonders why this particular company enjoys such privileges. We dare not conclude that this is cronyism. This is scandalous,” he added.
